Reconstructing the Abruzzo region
Following the earthquakes that struck the Abruzzo region and in compliance with Decree Law 39/2009 (ratified with amendments by Law77/2009link to external site), the CIPE adopted resolutions allocating €4,936 million for the financing of reconstruction work:
- Resolution 35/2009.pdf, 135 Kb made a priority allocation of €3,955 to housing projects;
- Resolution 46/2009.pdf, 205 Kb allocated €87.9 for the Appenine Abbruzzese and Apulo-Sannitico state road (SS17) and €113.372 million for the extraordinary maintenance of infrastructure affected by the earthquakes;
- Resolution 47/2009.pdf, 179 Kb allocated about €226 million for the reconstruction and making safe of damaged school buildings;
- Resolution 79/2009.pdf, 159 Kb allocated €40 million for the partial reconstruction of the University of L'Aquila;
- Resolution 82/2009.pdf, 255 Kb allocated €200.85 million, drawing on the Infrastructure Fund, for the prompt implementation of reconstruction work on 27 public buildings in the city and province of L’Aquila;
- Resolution 95/2009.pdf, 165 Kb allocated €227 million for 2009 and €567 million for 2010, drawing on the funds allocated by the above-mentioned Resolution 35/2009, for urgent repair work to category A, B and C buildings damaged by the earthquakes.

Pursuant to Law 77/2009 referred to above, additional proposals will be submitted to the CIPE for the allocation of resources for: public and private-sector building; economic and social development (the creation of urban bonded areas, loans in support of planning contracts), healthcare, and railway networks.
Dealing with the reconstruction of the railway networks, the CIPE resolution 27/2010 takes note of the uploading 2009 of the Contract 2007-2011 between the Ministry of Transport and Infrastructure and RFI S.p.A.. Law 77/2009 provides for such uploading, at article n. 4, up to 100 million euro. The Ministry of Transport and Infrastructure will send a specific relationship about the use of the resources for the Abruzzo region to the Evaluation unit of public investments of the Department for the Planning and Coordination of Economic Policy (DIPE) of the Presidency of the Council of Ministers.
The President of the Abruzzo region, in his capacity as Administrator with delegated powers, coordinates the works and the other measures referred to in Law 77/2009 and assigns the resources to the competent persons on the basis of the CIPE’s annual allocations and notifies the residual borrowing requirement to the CIPE and the Ministry for the Economy and Finance.
The Administrator with delegated powers submits a report to the CIPE every six months on the use of the resources allocated, the progress made in carrying out the works, and any problems. As part of this monitoring activity, the Administrator avails of the Evaluation Unit of public investments of the DIPE of the Presidency of the Council of Ministers.
