The Department is divided into three general management Offices:
 

 

Office for CIPE Secretariat and interinstitutional coordination and support

Provides secretariat services to the Interministerial Committee for Economic Planning (CIPE) and carries out the activities preliminary and subsequent to the Committee’s decisions. It is responsible for general affairs and human resources management. Handles the institutional relations and communication activities of the Committee and the Department. In its own area of expertise, it takes care of questions of law and litigations, and deals with petitions for access to documents.

The Office for CIPE Secretariat and interinstitutional coordination and support is divided into three Services:

Service I: CIPE Secretariat

Carries out the administrative activities preliminary and subsequent to the Committee’s decisions. In particular, it handles the tasks involved in convening the Committee and preparing the agenda and related documentation, performing the formalities subsequent to the Committee’s decisions and preparing the minutes and, where necessary, sending decisions for control by the State Audit Office pursuant to Article 3 of Law 20/1994 and for publication in the Gazzetta Ufficiale.
Provides the Head of the DIPE with support in coordinating the competent Services in drawing up the calendar of the Commissions and sub-committees established in the context of the Interministerial Committee for Economic Planning.

Service II: General affairs and personnel service

Manages DIPE general affairs and provides for its centralized services; supports the Head of the Department in the activities of strategic internal control; handles administrative procedures and accounting of operational costs; manages DIPE human resources and ensures the administrative management of external experts and components of the technical structures of the Department; promotes advanced on-the-job training of DIPE human resources; manages the departmental stamp duty office.

Service III: Communication and institutional relations

Looks after relations with national, supranational and international institutions in matters for which the Department is competent; monitors national and Community legislation and the drafts of measures to be examined in the preparatory meetings of the Council of Ministers. It subsequently follows the aspects of these matters for which the Department is competent.
Prepares press communiqués for the proceedings of the CIPE, carries out the consequent formalities and arranges for their release to news agencies.
Manages relations with the competent units of the Presidency of the Council of Ministers with the aim of looking after the external communications on the activity of the Department and the connection with the Intranets of the Presidency of the Council of Ministers and other Government Departments. 
Organizes and looks after the participation of the DIPE and the CIPE in events and conferences.

Office for network investments and public utility services

Carries out examinations for and provides support to the CIPE in matters concerning infrastructure, transport and tariff regulation for public utility services.
It also coordinates and runs the databases on public investments and carries out economic analysis of capital expenditure.
In its own area of expertise, it takes care of questions of law and litigations, and deals with petitions for access to documents.

The Office for network investments and public utility services is divided into three Services:

Service I: Infrastructure and regulation of public utility services

Provides technical, administrative and examination support to the CIPE in matters concerning directives, plans and programmes in the following sectors: construction, tangible and intangible infrastructure, and grand networks, including with reference to the strategic infrastructure referred to in Law 443/2001.pdf, 52 Kb.
Provides examination support to the CIPE in the following matters: guidelines for public utility services and measures aimed at implementing the tariff policy, including programme and service contracts that provide for services subject to tariff setting or public service charges.
Performs impact analyses and monitors the tariff policy; assesses, in collaboration with the competent Government Departments, the economic and financial sustainability of investments subject to tariff-setting.
In the matters for which it is competent, prepares the drafts of CIPE resolutions and examines the questions entrusted to the third Commission.pdf, 23 Kb, and provides it with the necessary support.

Service II: Management of public investment databases

Provides technical, administrative and examination support to the CIPE for the implementation of Article 1 of  Law 144/1999.mht, 244 Kb and in particular with regard to: the definition of the criteria for dividing the Fund referred to in paragraph 7 of that article and acquires the information needed to verify what has been implemented with the above-mentioned resources, prepare the reports that the CIPE submits to Parliament, and looks after the relations between the CIPE and the Evaluation Unit for public investments.
Organizes and manages the activities needed for the dissemination and development of the Public Investment Monitoring (MIP) system and the related Individual Project Code (CUP) referred to in Article 11 of  Law 3/2003link to externalsite; submits proposals to the CIPE on the development of these systems; coordinates the interface activities between the CUP/MIP system and the other public investment monitoring systems, in particular by developing analyses and proposals for the CIPE with regard to the overall efficiency and effectiveness of these monitoring systems.
In the sector for which it is competent, prepares the drafts of CIPE resolutions.

Service III: Analysis of capital expenditure

Performs the activities of: monitoring the economic policy measures; analyzing public expenditure, with special reference to capital expenditure, and the public debt; evaluating the incentive measures for firms and scientific and technological research, infrastructure, regulation and interventions in individual sectors and/or markets.
Prepares opinions, recommendations and proposals for economic policy questions and the documentation for conferences and hearings.

Carries out examinations and provides support for the CIPE in matters concerning the assignment of national and Community resources for underutilized areas.
In addition, it provides technical, administrative and examination support to the CIPE in the following fields: productive activities, research, health, social policies, the environment and the development of mountain areas.
In its own area of expertise, it takes care of questions of law and litigations, and deals with petitions for access to documents.

The Office for intangible investments, the environment and territorial development and cohesion is divided into three Services

Service I: National and EU regional policy

Provides technical, administrative and examination support to the CIPE in the fields of: planning and dividing national and Community resources for underutilized areas, and planning initiatives of Community and international importance.
Verifies the implementation of programmes other than those of technical assistance financed with the above-mentioned resources with the aim of providing the CIPE with any informational support it may request. In the sector for which it is competent, prepares the drafts of CIPE resolutions, examines the questions entrusted to the first.pdf, 23 Kb and the fifth Commissions.pdf, 23 Kb, and provides them with the necessary support.

Service II: Business incentives, research, health and social policies

Provides technical, administrative and examination support to the CIPE in matters concerning directives, financial support instruments, development plans and programmes in the following sectors for which it is competent: productive activities (agriculture, industry, tourism and other services), labour, professional education and training, research and technological innovation, health and social policies, and cultural and sporting activities. In the sector for which it is competent, prepares the drafts of CIPE resolutions, examines the questions entrusted to the second.pdf, 23 Kb, the fourth.pdf, 23 Kb and the seventh Commissions.pdf, 23 Kb, and provides them with the necessary support.

Service III: Sustainable development of the environment and development of mountain areas

Provides technical, administrative and examination support to the CIPE in matters concerning sustainable development: protection of the environment, defending the soil, and land reclamation.
Performs activity for the development of mountain areas, prepares the annual report on their situation and provides support to the Interministerial Technical Committee for Mountain Areas (CTIM).
